INTRODUCTION
The Office of the Head of Service (OHOS) is the apex administrative organ responsible for the coordination, control, and supervision of the Delta State Civil Service. Operating at the heart of government, the OHOS is mandated to ensure a professional, responsive, and accountable public service that aligns with the developmental goals of the Delta State Government.
Through effective human resource management, policy development, and institutional reform, the Office plays a central role in ensuring that the Civil Service functions optimally as the engine of government administration.

The Office of the Head of Service was formally established following the creation of Delta State in August 1991. Since then, it has evolved into a robust administrative body, leading the charge in civil service reforms, capacity development, and workforce management.
Over the years, the Office has undergone numerous strategic transformations aimed at improving staff welfare, enhancing productivity, and fostering a culture of efficiency within the Civil Service. Each successive administration has contributed to modernizing the public service through ICT, training, and policy improvements.

The Office is empowered to:
Oversee appointments, promotions, transfers, and discipline of civil servants.
Advise the Governor on civil service matters.
Develop and implement human resource policies and frameworks.
Coordinate training and staff development programs across MDAs.
Supervise compliance with service rules and regulations.
Drive innovation and e-governance reforms within the civil service.
Ensure effective communication between government and civil service institutions.

Meet the Head of Service
Dr. (Mrs) Minnie Oseji
Dr. Oseji is a seasoned administrator, reform advocate, and human resource expert with over 30 years of distinguished service in the public sector. She holds a doctorate in Public Administration and has served in various key positions across the Delta State Civil Service.
As the current Head of Service, she is driving an ambitious agenda focused on digital transformation, enhanced staff welfare, and sustainable civil service reforms. Her leadership reflects commitment, competence, and visionary planning aimed at repositioning the service for better governance outcomes.
